Support Schemes

Singapore has a plethora of support schemes available which encompass a range of professional assistance, resources and programmes designed to maximise independence and quality of life.

Living Expenses

Provide short-term financial assistance to individuals who are facing financial hardship.

Provides temporary financial assistance for lower-income individuals or families who are temporarily unable to work, looking for a job or earning a low income.

Provides long-term support to those permanently unable to work due to old age, illness or disability, and have inadequate family support or savings to rely on for daily needs.

Offers respite to clients who face financial crisis or difficulties, support with food rations is also being provided

Muis works in partnership with appointed Social Development (SD) mosques across Singapore to fund and support programmes meant for the poor and needy (asnaf fakir and miskin).
Zakat financial assistance comes in different forms such as:

  • MONTHLY ZAKAT FINANCIAL ASSISTANCE
    Criteria is based on Per Capita Income (PCI).
  • SETTLEMENT OF DEBT
    One-time settlement of arrears for basic necessities (utility and conservancy charges).
  • EMERGENCY ASSISTANCE
    Rendered in times of crisis such as natural disasters, fire, or emergency medical treatment.
Assistive Technology Financial Assistance

Provides subsidies for persons with disabilities (PWDs) to purchase assistive technology devices to enable independent living. Successful applicants qualify for a means-tested subsidy of up to 90% of the cost of the required equipment, subject to a lifetime cap of $40,000

The Seniors’ Mobility and Enabling Fund (SMF) provides holistic support for seniors to age in place within the community by extending subsidies to Singaporean seniors:
▫ Requiring mobility and assistive devices for daily independent living and to remain ambulant in the community
▫ Receiving government funded home care and care within the community, needing home healthcare items for their care

Home care support

Provides financial support to help with caregiving expenses for households caring for persons with moderate to severe disabilities

Aims to provide two nutritious meals daily for struggling children, seniors and persons with disabilities in the community so they do not go to bed hungry. Meals provided are free, nutritious and halal: deliver to residential homes or partnering agencies daily from Monday-Friday, excluding public holidays.

Serves those in the Outram area along the west-bound MRT line that includes Chinatown, Tiong Bahru, Redhill, Queenstown and Commonwealth. For Meals-on-Wheels (Children), the service boundary ends at Jurong East.

Provides meal deliveries to homebound clients who are unable to buy and prepare their own meals and do not have a caregiver to help them to do so.

Migrant Domestic Worker (MDW) Levy Concession for Persons with Disabilities lets families pay the Migrant Domestic Worker levy at a concessionary rate of $60 a month, instead of $300. Each household is eligible for up to two MDW levy concessions, caring for two loved ones at any one time.

Transport assistance

Persons with Disabilities (PWD) Concession Card holders can enjoy up to 55% off adult fares and do not have to pay additional fares for travel distances beyond 7.2km. They can also purchase monthly concession passes for unlimited travel on train and basic bus services.

Taxi Subsidy Scheme (TSS) is for persons with permanent disabilities who are medically certified as unable to take public transport, and totally dependent on taxis for travel to school, work, or employment-related training supported by SG Enable.

Provides transportation and/or someone to accompany clients to travel to and from their homes for medical appointments and treatments (for example, at hospitals, specialist outpatient clinics, or polyclinics).
It is for those who need help to move around, and have no caregiver, or whose caregiver is unable to provide support because of their own health and physical condition.

Medical bills

National medical savings scheme that helps individuals set aside part of their income to pay for their personal or approved dependents’ hospitalisation, day surgery and certain outpatient expenses, as well as their healthcare needs in old age.
MediSave withdrawal limits have been carefully set to ensure that Singaporeans have sufficient savings in their MediSave Account for their basic healthcare needs in old age. The withdrawal limits are generally adequate to cover most of the charges incurred at subsidised inpatient wards and outpatient treatments.

Basic health insurance plan, administered by the Central Provident Fund (CPF) Board, which helps to pay for large hospital bills and selected costly outpatient treatments, such as dialysis and chemotherapy for cancer. It is structured so that patients pay less MediSave/cash for large hospital bills.

An endowment fund set up by the SG government. It provides a safety net for patients who face financial difficulties with their remaining bills after receiving Government subsidies and drawing on other means of payment including MediShield Life, MediSave and cash.

MediFund Silver and MediFund Junior are carved out from MediFund to provide more targeted assistance for the needy elderly and the young respectively. As an endowment fund, interest income generated from the capital sum are allocated to approved healthcare institutions, for them to assist with the medical bill payments of needy patients.

Education support

The EIPIC programme, comprising of EIPIC Under-2s and EIPIC@Centre, is delivered at EI centres by a team of EI Professionals and Allied Health Professionals. It supports children who require medium to high levels of early intervention (EI) support, and aims to increase the developmental growth potential of the child, minimise the development of secondary disabilities, and maximise integration into mainstream setting

Helping children with low vision stay in mainstream schools and in teaching them coping skills in everyday living, iC2 PrepHouse aims to prepare them for an independent and fulfilling future.

Provides financial assistance to lower-income families with children who are in MOE-funded Special Education (SPED) Schools

Special Student Care Centres (SSCCs) provide before and after school care services to Special Education (SPED) school-going students with disabilities aged 7 to 18.
The care services could also include educational support, social and life skills for independent living.

Awarded to new Laselle Diploma students with special needs, who have demonstrated good performance, track record, and/or relevant experience in his or her chosen field of study.
